2003 VW Jetta TDI (Diesel) 50mpg?

I acquired another project car. A 2003 Volkswagen Jetta TDI. This car was running great within the last month. It broke a few teeth off the timing belt when the previous owner popped the clutch when pulling out of her own driveway. It has damage to at least one valve & lifter. I intend to repair this car and drive it. Previous owner claims it was getting between 50-52mpg on her commute to work. That's better than my Mazda Miata and double the Jeeps fuel mileage. Strange part is that this car gets 50mpg with the engine running 100% of the time & Hybrids get the same (if that much) with the engine running only part of the time. Does that mean that the hybrids engines are less efficient when running? Then why not make hybrid diesel cars in the US? I guess America is more worried about what comes out the tailpipe than how much oil/fuel gets used?
